Enclave Subdivision Rezone & Preliminary Plat

The Enclave Subdivision is a thoughtfully reimagined 40.55-acre mixed-use development located along Karcher Road in Caldwell, Idaho. Originally approved as a complex planned unit development with a wide range of uses, the project required repositioning to better align with current market demand and improve overall feasibility.

I worked to simplify the site into a cohesive and marketable layout, introducing a balanced mix of single-family residential and strategically placed commercial frontage along Highway 55. The updated plan includes 152 residential lots and 5 commercial lots, supported by an integrated network of streets, utilities, and pedestrian connections.

A major focus of my approach was enhancing livability and community experience. The design incorporates over 5.6 acres of open space (13.84% of the site), including a central gathering area, multiple pocket parks, a dog park, and a regional pathway system along the Wilson Drain. I prioritized walkability, connectivity, and the creation of spaces that support both active and passive recreation.

I also ensured the project aligned with the City of Caldwell’s Comprehensive Plan by promoting connected infrastructure, compatible land uses, and high-quality neighborhood design. This included coordinating key infrastructure elements such as sewer, water, irrigation, and stormwater systems, as well as supporting improved site access and traffic flow through an updated Traffic Impact Study.

Through strategic land planning and entitlement guidance, I helped transform a previously overcomplicated development into a streamlined, desirable, and economically viable community.
